Does anybody have a boss whose answer is always “NO?”

Our department has over 150 employees divided over 5 shifts. One supervisor- Frank, his first go-to answer was always “Can't support it.” The other 4 shift Supervisors would bend over backward to give you time off & apologize if they could not. Franks's employee in September requested a day off in February for his daughter's wedding. Without even looking at the schedule Frank stated “Can't Support it.” The employee had to go over his head & threaten to quit before he got his day off. I told him it's easier to call in sick & get paid for it, than waste a vacation day.
