Does quitting without notice prevent you from receiving PTO payout?

If you have a bank of PTO my understanding is a company needs to pay that out to you if you leave. If someone were to quit without notice (i.e. resign effective immediately rather than give two weeks’ notice) does that preclude that in any way?
