Earning Less than Base Pay

Hey all, I need some guidance on what to do. I am a state employee and have been employed for 18 months now. When I started, I was brought on about a dollar more than the base wage set by the state. Now, 18 months later, I earn the new minimum base pay, but only because I received a 50 cent raise for being on a specialty team. So technically, if I resign from the speciality team, I make less than what new employees start at. Whats unfortunate is that this is not something new. I have a handful of coworkers in the same position as me with far more years of service who I make more than because of the base pay when I started versus when they did. Is there something we can do to address this? Is there some legal bearing we have to fight these discrepancies…
