Employer denies health insurance to some employees, not all

Hi, I've searched for answers briefly on the internet, but I haven't found anything except the “reverse” problem. Online, I've read that employers can legally deny health insurance coverage of spouses, especially if the spouse has eligibility through their own employer. What I have run into is an employer who denies its own employee health insurance coverage if the employee's spouse can cover him or her under their employer's plan. No matter how bad or more expensive the plan is, our employer refuses to cover if the employee can possibly get insurance somewhere else. Can this be legal? It seems like benefits such as this should be for all or none. Unmarried employees automatically get coverage, married employees have to prove that they have no other options. It doesn't sit well with me. Anyone with insight, I'd appreciate any feedback. Thanks.
