Employer received PPP loan forgiveness, employees not paid.

Hey y’all. I’ve been working for a small business in Oregon for nearly 3 years. In Feb ‘20, my hours were reduced by half. My business owner talked about a PPP loan, and said that if it worked out, he’d be able to continue paying us full time wages for part time work. When I checked back a month or so later, he said the PPP loan “didn’t work out”. I am currently leaving this job due to having been unable to make more than 25-30 hours of work since Feb ‘20, despite asking for more hours multiple times. I’ve received unemployment benefits for much of this period, but have not since the start of this year. Recently, I found a link that lists all the PPP recipients. The business was listed. Did my employer commit PPP loan fraud? If so, can I report this, and will doing so fuck me over since I received unemployment benefits due to “temporary layoff/ hours cut”?
