Employer trying not to pay NYS emergency covid pay?

I'm out with covid and am following the mandatory quarantine for 5 days. My employer also mandates 5 days, then I can return to work with a mask. They're telling me I have to use my PTO for this time. They got rid of specific covid pay last year… However, if I'm reading NYS emergency covid sick leave correctly an employer with more than 100 employees is required to pay for this time with “employer provided Covid-19 sick leave. ” Since quarantine is mandatory and I cannot work from home, I don't think I should have to use my own personal time. Are they required to compensate me with a separate Covid-19 sick leave or do I have to use my PTO?
