Entire team got told off for not asking enough questions in a meeting that we are all forced to attend but have no real action items for participants of the call

How is this acceptable and normal behavior? Moreover half the entire department has quit/is leaving in less than a year since this new head joined (and these people have been around for years and most were great coworkers). With so few people left, what can this BS sham of a director expect? There are more vacancies than filled position, so what is it going to take for this company to realize that it's turning into a complete sh!t show here? I am the last long standing employee left in this department (almost 9 years) and it breaks my heart to see this.
