Forced to use personal cell phone

I work for a transportation company in Massachusetts and my employer does not provide company cell phones. We are expected to use our phones while on the clock to communicate with dispatch. I was just curious if they are obligated by law to pay my cell phone bill? I think it’s unfair to expect I have an unlimited plan. I mean what if I couldn’t afford an unlimited plan? Or it cost me extra for all Of the work usage. I have asked for a company phone and was told they do not supply them. Also, it sucks because they bother me at home off the clock. To the point now I have to block them when I clock out. Does anyone have any information on this? Do they legally have to give me a stipend?
