Forced to use PTO when sick

I put in pto for my birthday which was last Friday, ended up losing my voice for 2 days last month. My job used my pto that I requested months ago on the days I lost my voice and I ended up working on my birthday. I wasn't even told they would be moving my paid time off. I really think companies need designated sick time. I would have even been ok with unpaid time off for the days I literally could not speak. They're attendance policy is designed for you to pretty much get written up / “coached”
