Former employer’s unethical practices, should I report?

My former employer runs a very unethical business and is a primary reason why I am no longer there. It's so bad that I've chosen not to include them in my resume, despite the gap in employment as a result. There are countless violations regarding safety, sanitation, fair employment, and a borderline disdain for the LGBTQI community. The business owner spends most of their time throwing staff and management under the bus and takes no accountability for problems resulting from poor judgment. It is a very toxic environment. What's worse, is that it's in the pet care industry, and, while the practices aren't DESIGNED to adversely affect the well-being of our charges, the system as it exists lends itself to problems both actual and eventual due to focusing on making money. The violations that exist need to be reported, but, at the same time, it needs to be done so…

The violations that exist need to be reported, but, at the same time, it needs to be done so as not to be seen as an act of retribution.

I know what needs to be done, and I'm prepared to do so. I just need advice as to the best way to proceed both legally and ethically.
