Found out I’m paid less than the company average for my role

Which can only be found by submitting a request to HR, and even then they’ll only tell you the range for your current role only. I brought this up to my manager, who said they’d need to take it to their manager, who said sorry, pay range is set by HR based on how much experience you have when you start with the company, and you get increases based on performance appraisals. Ok – except my performance appraisal was in January, and it’s now March and I have nothing. THEN we’re told we will get merit increases, but won’t find the % out until the end of March, and then they won’t be effective until the pay we get the first week of June. Oh have I mentioned the only thing we got last year was a 2% raise? And no COL adjustments have been put in place either? I’ve…

I’ve had nothing but stellar reviews from my manager and I don’t understand how this company can be so incredibly shortsighted. Then again, average employee longevity for my dept is 3-5 years and I’m towards the end of that …
Honestly I’m debating just burning through my PTO and rage quitting at this point.
