Given a raise, but not reflecting in pay

Does anyone here know of or able to direct me towards resources regarding pay raise timelines or protections? I've been given my yearly review (yes, over a month after the 4th quarter) and I have received a slight raise. Normally, when you receive a raise going from the 4th quarter, it would take effect in quarter 1. However, even 3 weeks after the raise was told to me, it has yet to be reflected in the pay. I'm also not hearing anything in regard to back pay for the difference starting at Q1. How can I bring this forward to my employer? Are there any protections in place about guaranteed implementation of a raise or back pay for time worked under the new rate?
