HELP need advice on job decision!

So here's the story: In Nov 21, as a city hospital and union employee, I was transferred from one dept to another. Basically was told I would have been let go if not for union since they were making cuts. So I got placed in a clinical dept that deals with inpatient mental health and substance use patients. However, I am not a licensed worker and was told when I started by my boss that basically it may become an issue. Anyway, a few weeks ago my union contacted my boss and discussed that I am not allowed to do the job I am doing, as I am an administrator and cannot do clinical work directly with patients. First time poster here. Just looking to seek advice from the experts in this thread. So here's the story:

In Nov 21, as a city hospital and union employee, I was transferred from one dept to another. Basically was told I would have been let go if not for union since they were making cuts. So I got placed in a clinical dept that deals with inpatient mental health and substance use patients. However, I am not a licensed worker and was told when I started by my boss that basically it may become an issue. Anyway, a few weeks ago my union contacted my boss and discussed that I am not allowed to do the job I am doing, as I am an administrator and cannot do clinical work directly with patients.

After this, he td me to sit tight and he would speak with HR and see if he can keep me in the dept by opening a different position, which he told me to apply to. So here's the thing: I have been with my union and in my title since 2019. My salary range goes from 54k-115k for Max pay, assuming I work 20 years. Since 2019, I ahve gone from 54 to 67k. The position he wants me to have had a max salary of 69k. I may be able to keep my salary but I wouldn't be able to move pass that range if I take this new position. The perks of staying is I am 15 min commute to my job from home.

My other option is to decline this opportunity and wait for the union to reassign me, keeping me in my title and range, but they can assign me somewhere 2 hours away from my home. Ive been super stressed about it. Does anyone have any advice on what I should do?
