help with a “hypothetical”

“Hypothetically”, If my significant other was working at a grocery store in Washoe County, Nevada and this grocery store informed her she could face unwanted consequences for reporting that the entire store will be without running water for several days, who should I contact on her behalf? Here's the thing, this hypothetical grocery store has a fully operational deli that is constantly handling raw and cooked foods, and a butcher block with several meat cutters working away at preparing different cuts of various meats for hours. Without running water they can't clean the butcher block, wash hands, properly dilute cleaning chemicals, and can't clean up wastes. The grocery union doesn't really exist in northern Nevada from experience, and I'm not sure if this would hypothetically be a health department or OSHA problem. If my significant other was working at a grocery store in Washoe County, Nevada and this grocery store informed her she could face unwanted consequences for reporting that the entire store will be without running water for several days, who should I contact on her behalf?

Here's the thing, this hypothetical grocery store has a fully operational deli that is constantly handling raw and cooked foods, and a butcher block with several meat cutters working away at preparing different cuts of various meats for hours. Without running water they can't clean the butcher block, wash hands, properly dilute cleaning chemicals, and can't clean up wastes.

The grocery union doesn't really exist in northern Nevada from experience, and I'm not sure if this would hypothetically be a health department or OSHA problem.

Hypothetically upper management at this store just doesn't care and has had numerous occasions where they really could've had several law suits already for various things including workplace harassment, refusing to provide free potable water, etc.
