Hiring manager wants me to prove that the salary is too low???

Hey all! I applied and was offered a job in recruitment for the school of health science at a regional university. The job offered $37,140 per year and currently at the same university I make $36,680 in general recruitment. I applied to this job because the last person in the position made over $38k and I had hoped my offer would be the same or a bit more since cost of living raises(unfortunately not the case). I researched the position and found that the low starting salary for similar positions nationwide, both public and private, is $38k. I also have a master’s degree and that was listed as a preferred qualification as well that the previous employee didn’t have. The offer was non-negotiable. After being offered the position the hiring manager asked me to return an answer within 24 hours which felt like a big red flag. I couldn’t even have the weekend to think about it?? Ultimately I decided that an extra $500 per year wasn’t worth taking on more responsibility and transitioning out of my current role.

I emailed the manager to say thanks, but no thanks, the salary is below average and doesn’t fit my needs. The manager emailed back and said “can you elaborate on what you mean by below average?”

Personally, I don’t know how it gets any more clear cut than that? Does he want me to provide data? I’m not particularly feeling like arguing with this guy as I don’t want to get a reputation at our institution as combative but it seems like he’s asking for it.
