How am I supposed to afford health insurance if I choose not to be shackled through employer coverage?

I live in Utah where the cost of living, luckily, isn’t too high but is getting higher and wages are stagnant. I make roughly $40k per year and I change jobs frequently enough to where having employer based health insurance just doesn’t make sense. Is there a way to get cheaper health coverage than having some dude on a phone direct me to some other dude on the phone to ultimately end up looking at $200 per month for the bare minimum? I’ve heard of people in my area paying as low as $15 per month but they never can tell me exactly how they do it. Any advice helps.
