How are smaller businesses able to get off the ground and operate?

I’ve known someone a while who’s always trying to keep things afloat, though the current issue is hiring employees, the issue is they can’t really raise it higher than 12.50/h without taking risks. As I understand it bigger companies should be able to support a lot better pay and benefits but how can a small business do right by their employees too?
