How does reporting a manager to HR work?

Hello- sorry for the sort of vague title. Long story short, I work in retail, my manager does some mildly illegal things to us as employees (can't clock in until the delivery truck arrives even though we are at work/working, can't take a break even after 6-7+ hours until we are done truck unloading, verbal harassment almost every day, etc.) and I am looking for a way to give my resignation without having to actually contact my manager, genuinely afraid of a hostile environment if I have that conversation anytime soon. We are getting busy with deliveries and it would be rude of me, I know, but I can't take working for someone that tells me almost daily that I can't do anything right and I will be fired soon if I don't do better. I got a recommendation from someone that was offering me advice about this, saying to contact HR and never look back. I knew my manager before I started working for him, and I am just not a no-show type person even though I wish I was. And my company has a policy to not allow rehiring if you quit without notice. I don't know much about it but I don't totally want to throw the option away in case I needed to work at the company (certainly not that store) again one day.

I'm not even sure how to contact HR without the phone number that's on the break room wall posters at my store. It isn't very accessible on our website. I was told to email. I don't even know what to say. I would absolutely love it if they would remove me from that store and just tell my manager I was transferred against my wishes or something because I am so scared of having that conversation with him. I know he would make my life hell for 2 weeks, more than already, if I gave notice right now. Does anyone know if I could do that somehow? Get HR to take me out of that store/accept my resignation and maybe not put me on a do not rehire list due to circumstances that prevented me from properly giving 2 weeks? If any of that makes sense.
