How hard or easy is it to unionize a work place?

A friend told me that all you need is 40% of the workers on site to be on board, and then you can get a union rep to come down, sign the cards, and go off to the Labour Board (here in Ontario, Canada). How accurate is that? Is it THAT EASY to unionize? Does it vary by union? By industry? If it's that easy, why aren't more people doing it? If it's only 40% of people on site, that's 4/10 – that could be the kitchen staff at a restaurant. Anyone know anything more about this?
