How long is too long

I asked for a raise 3 months ago. I have been getting the runaround this entire time. Waiting for my director to send my request to HR. Waiting for a review. Waiting for my manager to send my review to my director. Waiting for my director to review my review. Waiting for my director and manager to meet to discuss my review. And it has just kept going. At this point very time I bring it up I sound like I’m just annoying then. So because of this and how stressful work has been over the last few years, rising prices, etc. I’ve begun searching for better pay and landed a job where the minimum base salary is 20K above what I made last year not even including potential commissions I can earn. I’m very excited but sad to see my company doing this to me. We took on a large number of employees from a competitor and with that came more clients than we ever anticipated but we are just so over worked.

Should I have waited or am I right to move on.
