How to convince higher-ups to bump wages

I’m in a pretty niche industry and our branch has been severely understaffed since I was hired on (2020). The job is rough on the body and there isn’t much work life balance due to being on call 24/7. I’ve only stuck through it due to them paying the most out of anywhere for my role (CDL) but I only got this much due to threatening to quit. Management is still going with the “No one wants to work” excuse but starting pay is only $17.50 in Cincinnati for a job involving the clean up of hazardous materials. I don’t know how to convince them it is the pay and lifestyle that is off putting and not folks being lazy Any tips to bring up to management? I’m tired of pulling 70-80 weeks and it’s catching up to me
