HR for Pharma MNC cancelled my application just because I could not provide past payslip

TLDR: I was told that I was selected for the position but yet did not receive any offer letter from the HR team following that. Subsequently, I was informed (just this morning) via Whatsapp that I was no longer being considered for the position because of missing documents? Essentially this was what happened: Shortly after the interview, I was informed by a member of the HR team that I was selected for the position and he requested I submit a few documents (ID, Educational Cert and last 3 months payslip) for them to proceed with my offer letter. Essentially this was what happened:

Shortly after the interview, I was informed by a member of the HR team that I was selected for the position and he requested I submit a few documents (ID, Educational Cert and last 3 months payslip) for them to proceed with my offer letter.

At that time, I gave him my documents with the exception of my payslip and informed him that this was due to an existing non-disclosure agreement (NDA) in my existing contract legally forbidding me from sharing information about my remuneration package with other parties. 

Said HR personnel told me that it was ok and that he would proceed to inform me in a week for updates. One week later there was no reply from this person so I sent him a message requesting for an update. He requested me again to provide my payslip, which again I could not provide due to said NDA. He then told me he would update me again in a week. 

Fast forward to 3 days ago when I asked him for an update again (again there was no update from him so I had to contact him first on my own) and he told me that he had 'already coordinated with the business about my salary proposals and will let me know within this week for any updates'. Then just this morning I was informed that I was no longer being considered for the position because of missing documents?

Not sure if this is normally the case for MNCs in Singapore but this entire situation seems extremely odd to me.

I had already notified the HR from the start that I could not submit my payslip due to legal reasons yet was constantly being asked for my payslip. Surely a MNC is able to provide an offer without a payslip as a basis?

I find it hard to believe that there have not been previous cases of applicants who could not submit their payslip (due to legal reasons like mine or whatever) or had refused to submit their payslips and that all these personnel had been rejected solely based on that reason alone. Fresh graduates or people who had not been in employment previously would also not have been able to provide this information and yet could have gotten accepted nonetheless.

Am I getting blue balled by the HR? This whole situation makes me feel like the HR person didnt know how to deal with my situation and wanted to stall me out from the start until they found someone else for the job.

Is there anything I can do to get to the bottom of this situation? I really wanted the job. Need advice help!
