I do deliverable-based contract work. The company claims they can wait up to 2 weeks to issue payment?

So, in my contract, I'm supposed to get paid on the 1st and the 15th. This was apparently an oversight as they were in the midst of transitioning to 1 monthly payment only. I was willing to accept that as they were honest with the mistake. It sent a red flag up for me to be cautious, however. During a meeting on the 1st they claimed it's policy for them to take until the 15th every month to issue the payment intended for the 1st. Obviously, this isn't going to fly and I'm working on finding a new job. This company wants to sponsor my certification and even take me on salary starting next month, but these two diversions from my contract have left me with a bad taste in my mouth. Is this payment delay common practice for this type of work?
