I really cannot handle my managers

So I work at a Vision Center. We have a District manager, who is taking frequent vacations and knows nothing about the vision center, mostly just pharmacy, but scrutinizes my manager, my co-workers, and myself. Nothing new to corporate to have too much oversight, but lack of understanding of that actual area or department, but its fairly aggravating. My regional manager is also fairly unknowledgable about the vision center. We have many problematic vision centers under my DMs district and this RMs region, but they keep overusing our employees and scrutinizing our issues and sales. So, one vision center, had a couple people with no optical experience, with a manager who trained many days with us, only to quit months later. My regional manager is also fairly unknowledgable about the vision center. We have many problematic vision centers under my DMs district and this RMs region, but they keep overusing our employees and scrutinizing our issues and sales.

So, one vision center, had a couple people with no optical experience, with a manager who trained many days with us, only to quit months later. She left that vision center, leaving it worse off for the customers and her former co-workers.

Another vision center, lost their manager, and also had employees with limited to no optical experience. The employees could only do one or two things. Like only one person could check in glasses. Some couldn't do orders, or put in lenses. It's a mess. These vision centers are creating remake after remake for their patients, to the point where they come to us, and we have to take hits to our remakes to help patients from different centers.

Lastly, the worst vision center currently, is in the capital of our state, ironically enough. It has no manager and no employees. Instead of the RM shutting it down for the time being, my manager and Co workers have to go once or more a week to assist. The RM said this vision center is top of the ladder right now in sales. Thats because we are helping your other store and there is no payroll for that center. That's why it's so high.

Right now, me and my co-workers all have to reduce our payroll and work once a day somewhere else. Different department, different vision center, etc. I can't understand with three failing vision centers, why ours are being scrutinized or why, all of a sudden, we have to break up our hours in different areas. Stop sending people for us to train. Don't make me work July 4th if the store manager said it was a dead day, yet our payroll is over?!

Last paragraph. Sorry about the rant. For the vision center with no employess at all in our state capital, our RM might actually have non-certified employees, who aren't opticians, dispense glasses to patients.
That's illegal and the licensing state people goes to that vision center. My DM actually had my coworker stay home last year until his certificate was renewed(his expired so he was out for like a week). The only saving grace is my RM being the largest dumbass and potentially being fired over a basic rule in our field with the dispensing certifications.
