I want to ask my manager to go down in hours but too anxious to ask

Been working in this store for 4 years also in management. I have found a course I want to invest time in and I need to go down in hours to be able to manage it. The thing is my manager tend to guilt trip people that becomes unavailable or talks smack about them to me. Also tend to be passive aggressive and give less shifts on purpose. I wanted to change jobs during Christmas but was too scared because I have a feeling upper management would call me selfish for leaving in such a busy period of the year so I held off until now, but now my manager will be undergoing surgery Instead and is stressing alot about staff. Rolling the eyes to anyone that has requested time off during this period. If I request to go down in hours now, they will for sure think I'm selfish.…

It's a really difficult thing to do for me and I've been holding it off for so long now that I'm considering going to see someone to get courage to do so.
