If a higher up tells you “you would not have picked this career in health / education / social services if you wanted to make good money” then they’re taking advantage of you.

Sure some people pick jobs that involve helping others, this does not mean the work is easy nor does it justify low wages / denial of raises. That's just a business / state / boss taking advantage of what they perceive to be your good will.
