I'm an upper level hiring manager, I have been for 20+ years now. We always know what pay for skillsets are. Always. We have tools upon tools upon tools that give us ranges to set.
We have budgets, we know what we can pay in a range, ALWAYS. If a company won't tell you during your first initial phone screen or doesn't post it in the listing, don't talk with them. Ever.
Hiring managers attend trainings on how to “hook” employees if the salary isn't high enough. Companies will spend money on these trainings and seminars rather than just fucking paying more.
Know your worth, if you aren't getting it, move the fuck on.
