I’m a bartender whose shift manager was recently added to the tip pool. Illegal?

So I work as a bartender at a decent sized restaurant that can be pretty high volume at times. Recently we had an employee call out who would normally be on our tip pool so our manager covered that position, poorly. This manager did a small fraction of work compared to the rest of us and didn’t even complete closing duties for this position so I left them off the tip pool. My gm changed it so this person is making $20+/hr while the rest of us make 2.13 and still have to share tips with this manager. I know managers are technically allowed to accept tips that are directly given to them but I think it’s illegal for them to be included in a tip pool with employees who work for a tip credit.
