is doing a shitty job poorly an act of civil disobedience?

Discussion question as the title suggests. There has been a lot of package dumping in our neighborhood recently: delivery drivers putting packages for 3-5 different addresses all at the same (close enough) location, likely in hopes of neighbors being neighborly, but one of my elderly neighbors had a whole boxed up living room set (7 large boxes) dropped off for a location a block away. It's annoying, but hard to be mad at the drivers who are overworked and underpaid. Twice we've had packages listed as “arrived” which didn't, were reported to the delivery company who replaced the packages, only to have the original dropped off a week later, opened and with a “sorry, didn't realize it wasn't ours” type note. I feel the same if I get a poorly put together burger at a fast food joint. These people need to eat, pay their bills, etc, but their job…

These people need to eat, pay their bills, etc, but their job sucks and don't get enough for what they have to put up with on both ends. So is it a useful act of civil disobedience to do a shitty job poorly, or should efforts to improve working conditions and pay be more organized and direct?
