is it legal for jobs in the UK to not pay you full holiday?

no matter what job i’ve had or my mom has had whenever we take holiday we get the amount we would get if we worked that period of time regardless of days off. but i recently got a new job, had a few health issues so i had to have quite a bit of time off and i recently took holiday. i just got my wage slip and it’s less than what i expected. i asked my boss about it and he said it’s calculated based on average, so because i had a week or two off since september i get less that what i would’ve if i had worked which makes no sense to me or my mom, who is now ready to complain to anyone on earth that’ll listen so i just wanted to see if it’s actually legal or not.
