Is it legal or ethical to have to pay back USED PTO if you quit?

I work in early childhood (daycare/preschool). The lead teacher’s just received new info that if they quit after using PTO they must pay back any pto they’ve used. Also if they call in sick/out their PTO is used for that day (they receive 10 days). Is this legal or ethical? We live in Michigan for context.
