Is it legal to charge employees a “gas tax”?

I’m a sales guy who gets reimbursed for gas if I am on a sale. In the last month, our boss has instituted a “gas tax”. Essentially, if you don’t make the sale you were on then you don’t get reimbursed. Is this legal?
