Is it legal to require training but not pay for the hours it takes to complete the training?

I work at a daycare in Georgia and we are required by licensing to have 10 hours of training every year. Its done off the clock. My current employer does not pay us for the time spent training, but the training is a requirement of being employed. There’s a current debate going on among my coworkers about whether they are required to pay us or not. I wasn’t able to find anything about it online. Does anyone happen to know if we’re supposed to be paid for the training hours? Edit: by licensing I mean the employer’s license to operate requires each employee has 10hrs of training
