Is it normal for a company to ask for you to do your own background check then submit the results yourself before being interviewed.

EDIT:The background check is free. They are saying that the possible data/information I will learn in the interview is valuable and costly and want to make sure I’m okay before being interviewed I applied for a job really good pay for the type of work. Got an email saying they would like to interview me. But since they will be providing company/secrets data that is costly. They can’t take any chances and would like me to submit a background check myself. Then email them the results. They said it will be my background history credit score and criminal background. I have no problem submitting all that since I have nothing to hide. I’ve just always been ask to do it after hiring or right before they say I have the job. And the company usually does it with the info I give them. Is it normal for them to ask…

Is it normal for them to ask me to do it and send it before any interview has been set. All communication has been indeed/email no face to face or call yet.
