Is it normal for a potential employer to refuse to give out the office address until after hiring due to the office being government property?

Title says it all. I’m inclined to be ok with it because coworkers of mine at my last position had worked on the property of government facilities for some of their projects and there was understandably a lot of extra red tape involved for them to be allowed on site. That being said, it was not a common occurrence and our employer wasn’t beholden to working on government property. I’m just not completely sure because I’ve never been in this particular situation.
