Is it Possible to Intentionally Create Revolutions?

There have been quite a few posts asking WHY Americans (in particular) don't revolt / strike / protest, etc. The answer I didn't see is simply… how? I think about the George Floyd/BLM movement as a loose example. I'm taking a simplistic view to use an example. George obviously didn't intend to die that day. He didn't volunteer to be a cause. Darnella Fraizer didn't know her video would be watched by millions. Furthermore, we've had graphic videos of other police killings. What was it about George Floyd's death that led to BLM, weeks-long protests, anti-racism policies enacted by corporations, etc? Whatever that spark was… is it even possible to artificially create it again? How does anyone create a movement large enough and organized enough to actually create change?
