Is it REALLY an employee’s/job seeker’s market out there?

I've been living in a new city for over a half a year with tons of companies hiring for the type of work I do. I feel I'm a shoo-in, but it's nothing but getting ghosted or never having my applications viewed. I've heard on here that the whole “No one wants to work” rhetoric might be a retaliation from companies to save money – A worker quits, they don't backfill the position, and they either save money by not hiring, or hiring someone desperate for cheaper. Either way, this is the worst job market I've personally encountered in my life. Your mileage may vary.
