Is my employer(s) infringing on my right to discuss pay with peers?

Straight from the policies: “All discussion of how to improve compensation are only to be limited to Tweedle Dee or Tweedle Dum, and we encourage you to speak to us directly regarding the subject.” Are they saying what I think they're saying?
