Is my jobs employee management software committing wage theft?

I work for a university and have enjoyed my job/ work environment, but the software we use to clock in and out has always bothered me. Let’s say you clock in at 8:43am, it will round up to 8:45am. Sure, I won’t do anything for the next couple minutes, but it’s annoying since I have already made my hour long commute and am now here. 4:43pm rolls around, my bus is coming soon so I clock out to leave, software says i clocked out at 4:40. I’ve been here a while so I’ve learned to clock out at the 5 or 10 minute mark to avoid this issue but I always found it weird. Does this constitute wage theft? If you lose 5 minutes every day for a year for every hourly employee it starts to add up.
