Is temporary cutting your pay to minimum wage a legal form of punishment in the US

So I work for a small in home, senior care agency (Ohio,USA). I guess they have had problems with people being lazy about charting after shifts. They just sent out a long email about it and threatened to cut the compensation to minimum wage (for the particular shift) if we forget or neglect to fill out the form. Is that legal?
