Is there anyone whose job it is to help others find a suitable career other than people who work at colleges?

I'm not sure if this is appropriate to post here but it's the only place I could think of. Is there somebody I can talk to that will help me find a career that best fits me and the best steps on how to achieve it? I've spoken to student counselors, career services and even people who are specifically set up to help alumni and they all give terrible advice. I've even tried talking to HR where I work on how to move up in the company and all they do is send me to other people to talk to, then they send me to more people to talk to. I almost never get any answers from anyone. Here's a bit of a timeline for my personal situation. Feel free to skip if not interested. Here's a bit of a timeline for my personal situation. Feel free to skip if not interested.

I went to college to learn how to make video games, after graduation I worked for a few indie companies making games, And I absolutely loved it. Unfortunately I had some very serious family matters happen and I had to move back home and quit my job in Florida. Before this happened I contacted career services and the alumni services so I could prepare for the move by finding a new job in a different state, which they do advertise they help with. They would constantly send me job offers for graphic design or photography in states I wasn't moving to, No matter how many times I called them or email them to clear up the situation. In the end I desperately needed a job to help care for my sick parents and had to take a factory job that I'm now currently stuck in. From here I thought moving up in the company would be the best idea so I started going back to college to get another bachelor's degree focused in engineering. I spoke with the HR lady who hires our engineers and she said she knows nothing about the specifics of the hiring process or the qualifications they look for. They just send her resumes to approve and that she's never heard of somebody who's on the line moving up to a corporate position like engineering, only corporate to corporate, like a manager to engineering position. She then sends me to other engineers to talk to who did give me helpful information when it comes to what to study but not about how to get a job.

I feel like I'm going to be stuck in this boring job forever and there's no way out. Game companies don't really exist here where I live now so I'm worried that my short lived dream I had I won't be able to get back because I've been out of the industry for so long. Is there really no one out there whose job it is to help others find a suitable career other than people who work at colleges?
