Is this as messed up as I think it is?

I work at an organization that has around 55 or so employees. As I'm sure is happening everywhere, people are asking for cost of living adjustments and are being denied. I saw an email not meant for my eyes where one of the owners proposed in lieu of a monetary cost of living adjustment, they buy some gift cards for gas and draw for one a month until things start to calm down, they anticipate a little under a year's time (so roughly 10 cards or so). The criteria for entering would be you have to have perfect attendance for a period of time, I'm guessing as an incentive to get attendance numbers up for whatever reason. So instead of giving people what they need right now, they're leveraging the chance of getting a small break instead of anything meaningful. They did not state if a winner could win again, so in simple terms if they can, your chances of winning a card would be 1/55 or 1.85%. The discussed amount would be between $200-500.

This is really fucked up, right? Or am I being a “butthurt millennial”?
