Is this legal? Any advice?

I work at a drug and alcohol rehab in California and the CEO is also the owner and founder of the company. Techs (the lowest on the ladder) are paid well below industry standard at the company, but many of the staff (myself included) are former clients and go back to work there out of familiarity. Some of the lead techs were planning to bring a demand to the CEO for higher wages and better hours, and somebody ratted on them. He pulled my coworkers into the office and reamed them out. He swore at them and shouted at them (I think this counts as intimidation). One of the top managers tried to make my coworker feel bad, saying “I helped you through your (tough time), and this is how you repay me?”My coworkers have since given up their goals of organizing. This is just the newest example in a string of terrible mistreatment of myself and my coworkers. Is this legal? I feel like there are worker protections and I urged my coworkers to go to the labor board but what would that even look like? I am leaving in a month when I graduate anyways so I am not tripping too hard about it personally but it just feels really shitty. Could use some guidance.
