Is this legal in a at-will to work state?

Just came back from an interview where they said they require 2 weeks notice or you will be fined and money will be taken from your paycheck. A lady who was interviewing me said she has seen people lose thousands because they didn't want to work a few more shifts before leaving. Is this legal in an at-will state? I doubt they would give me 2 weeks notice before firing me so what the hell?
