Is this pay cut legal?

So I started working as a host and was making $11 an hour. Easy gig, but monotonous. I recently took on a new role at this job, as a to go cashier, and was expecting to only take a $1 pay cut considering everyone else that has the position gets paid $10+. We do get tips so when I took this position I was very excited about the money i’d make both in tips and hourly. However when I received my paycheck I was astounded to find out I actually only make $6 and my paycheck was not even half of what I’d make normally. I can’t sustain my life on this income and the tips help but only to pay my bills and normal day to day stuff until an emergency happens/I have a bad day for tips. Is this legal? Can I even complain to DOL about this…

Is this legal? Can I even complain to DOL about this considering servers only get paid $2.13? When I brought it up to my GM, he told me I was originally only supposed to get paid $4, but he fought to get me $6. I don’t understand how less than minimum wage is even legal or how I’m expected to be okay with it. Please help, TIA
