Is this plan from the CEO of my company ludicrous?

Some background/context before I get to my question: So we’ve had a new CEO hired over the past year at the company I work for. Old CEO retired & is now on the Board. The company has been around for a little over 10 years. Annual revenue is approximately $400 million. We haven’t met our revenue goals for the past few years. There were layoffs of several individual contributors and also a restructuring within the past year in which several leadership positions were eliminated because the new CEO wanted “to reduce overhead because those roles were deemed redundant.” Typical corporate talk track. Now to the plan that I have a question about: Our new CEO has a plan to grow the company 3 times larger in 3 years. Now to the plan that I have a question about:
Our new CEO has a plan to grow the company 3 times larger in 3 years. Myself and many of my coworkers feel like this is ludicrous and unrealistic & feels like a corporate dick measuring contest. Are we way off-base in thinking that? I don’t know enough about business finance to truly make a judgement… so is that plan actually less ridiculous than me & my coworkers think it is? Or is this CEO nuts?
