Is WFH in developed country will shift the workforce from developed country to developing country?

When i hear more and more company in america and europe pushing WFH or Work from anywhere, isn't that mean company will prefer cheaper workforce in developing country? Like in my SEA country where most of the people satisfied with annual salary of 12K to 14K$. but it's impossible to live with that money in developed country. we are also cheaper in regulation and healthcare benefit, if the contract is per project company wouldn't need to pay healthcare and insurance. ​ So what prevent company in america just abandon most of their workforce america and choose cheap workforce in asia?
