Job offering a ‘development’ role for the possibility of being promoted to management.

I haven’t heard anything about a pay change and so far it seems I will be taking on more responsibilities in order to be considered for a manager position. Is this common? Seemingly, on the job training with an interim rate makes more sense to me.
