Just adapt (rant)

For context the small company I’m employed at shares a space with other businesses, one of them being a production facility. Said facility frequently uses power tools which can be incredibly loud. This would be fine and dandy however they are located right above my cubicle and the consistent unignorable noise (high pitched ringing in most cases) often disrupts my conversations with coworkers and leaves me with migraines at the end of the day. I brought this issue up with HR and their response was that everyone ‘gets used to it’. I often wear my earbuds and crank my music higher to drown it out but it doesn’t help with the headaches; I’m sure it’s loud enough to warrant PPE.
