Looking for advice as a manager.

I manage four team of 1 employee. They work on shifts. 3 months ago, one of them quit. No big deal we post the open position on the union board. 1st applicant, resing before she get to try. 2nd applicant, we get told cant be replaced. I advice to go see his union, because he has a right to try the job but he dont want to cause a fuss. Meanwhile, I have a team of 4 people where 3 people do the job, except summer vacation are here. and they each have three weeks off they can choose at their leasure. Understanbly, they all choose weeks according to their seniority and i have no one to replace them. So, what do i do to get the new guy to try out the job he applied for. if he is so hard to replace, its because he is a decent…

So, what do i do to get the new guy to try out the job he applied for. if he is so hard to replace, its because he is a decent employee and i want him. We have a certification agency that require that all our vacancy is filled, but the company dont seem to care about it. Letting the vacancy and our certification would mean i lose my job, but i dont want to double my work load with no end in sight.

I already sent resume elsewhere, but i really dont want anyone stuck in this mess either. So… what should i do?
